This project includes management of all surveying, civil engineering design, and permitting necessary to widen and extend an existing roundabout at the entrance to the Swinomish primary economic zone. Design included multiple iterations to best utilize available funding and to avoid sensitive areas to the largest extent. Final design accommodates a 1,000-foot five-lane roadway network, utility design, geometric improvements, stormwater management, and coordination with pipeline companies and the WSDOT. This project will serve as the gateway to a future large-scale commercial development. Improvements are sponsored by federal funding with a capital budget of approximately $1.5 million. Creation of the companion Master Plan project will serve to establish a solid economic basis and development guidelines for the phased development of approximately 80 acres of land to balance short and long-term development demands against environmental concerns and Tribal community goals. Larger scale Master Plan costs are expected to exceed $40 million spread over 20 years.
