SWINOMISH ROUNDABOUT EXTENSION AND MASTER PLAN - Anacortes, WA (2007-Current)
Reference: Swinomish Indian Tribal Community Planning, Ed Knight: 360 -466-7304
This project includes management of all surveying, civil engineering design, and permitting necessary to widen and extend an existing roundabout at the entrance to the Swinomish primary economic zone. Design included multiple iterations to best utilize available funding and to avoid sensitive areas to the largest extent. Final design accommodates a 1,000-foot five-lane roadway network, utility design, geometric improvements, stormwater management, and coordination with pipeline companies and the WSDOT. This project will serve as the gateway to a future large-scale commercial development. Improvements are sponsored by federal funding with a capital budget of approximately $1.5 million. Creation of the companion Master Plan project will serve to establish a solid economic basis and development guidelines for the phased development of approximately 80 acres of land to balance short and long-term development demands against environmental concerns and Tribal community goals. Larger scale Master Plan costs are expected to exceed $40 million spread over 20 years.

Design and construction tasks included setting of abutments, roadway geometrics, roadside safety, geotechnical testing, material certification, and construction inspection. John’s efforts ensured the project was designed and constructed prior to the closing of the applicable fish window and without impact to current gravel pit operations. Permitting included a Land Disturbance Application, a Hydraulic Project Approval, and a Joint Aquatic Resources Permit Application (JARPA) as administered with Whatcom County and to the Department of Fish & Wildlife. Project Budget: $120,000. This project showcases our ability to efficiently plan, design, permit, and construct a project with limited timelines.
